Putin to address parliament amid Russia economy woes

Russian President Vladimir Putin meets Patrick Pouyanne, the new head of Total oil and gas company, in Sochi, Russia, 28 November 2014President Vladimir Putin is expected to focus on Russia's economy when he delivers his annual state of the nation address to parliament later.
Mr Putin is due to address key issues in his speech at the Kremlin at 12:00 local time (09:00 GMT).
It comes just days after the government warned that Russia would fall into recession next year.
Western sanctions, in response to Russia's role in eastern Ukraine, and falling oil prices have hit hard.
On Monday, the rouble suffered its biggest one-day fall since 1998.
The currency slid almost 9% against the dollar before rallying after suspected central bank intervention.
Way out Mr Putin will speak in front of an audience 1,100 attendees in the Kremlin's St George Hall.
Many Russians are hoping he will offer ideas for a way out of the crisis, reports the BBC's Steve Rosenberg in Moscow.
Russia's economy is on the brink of recession
Falling oil prices have affected Russia because of the country's reliance on energy exports, our correspondent says.
Pedestrians walk on a street near the Moscow International Business Centre in Moscow, Russia, 3 December 2014And Western sanctions over Russia's annexation of Crimea and its role in destabilising eastern Ukraine are contributing to the country's economic problems.
The estimated cost of sanctions and falling oil prices to Russia is $140bn a year, according to Russian Finance Minister Anton Siluanov.
Over the last year the rouble has lost around 40% of its value against the dollar and inflation is expected to reach 10% early next year.
However, President Putin remains popular, our correspondent adds. According to one opinion poll this week, 72% of Russians approve of the way he is running the country.

Hong Kong's Occupy Central founders surrender to police

Anti Occupy Central movement protesters hold placards and shout slogans as the movement founders Benny Tai, Chan Kin-man and Chu Yiu-ming (not seen) prepare to surrender to police in Hong Kong on December 3, 2014The three founders of Hong Kong's Occupy Central movement have turned themselves in to police over their role in pro-democracy demonstrations.
Benny Tai, Chan Kin-man and Chu Yiu-ming said they wanted to take responsibility for protests deemed illegal by authorities.
But after a brief meeting they left without being arrested or charged.
Protesters have been demonstrating for two months over Beijing's restrictions on Hong Kong's election process.
The BBC's John Sudworth in Hong Kong says the surrender was a symbolic gesture and a way for them to show that the illegal actions they have engaged in was for a wider purpose and that they have nothing to hide.
The three men walked into the Central Police Station to turn themselves in together with Catholic Cardinal Joseph Zen Ze-kiun, who has supported the protests.
They left less than an hour later, saying they were being released without charge.
Anti-Occupy protesters showed up at the police station with placards depicting Occupy leaders in prison uniforms
Mr Tai told the BBC that police officers gave each of them a form. They were asked to provide their personal details and tick against a list of offences. The men ticked the box for "illegal assembly".
Officers had told them that because they had not been arrested, the police could only collect information from them and would "invite them back to the police station at an appropriate time", said Mr Tai.
Some supporters followed suit. Police said a total of 24 people surrendered and officers told them to immediately stop illegal occupation of public places.
'Arrest them' As they arrived, the Occupy founders were met by a large gathering of supporters outside the police station, who shouted: "I want true democracy!" as they walked in.
Anti-Occupy groups also showed up, greeting the men with jeers and shouts of: "Arrest them!"
Earlier, Benny Tai told a radio show that he had no regrets, saying: "In hindsight, I would still do the same thing."
He also told the BBC he was facing more than 30 legal cases from businesses or individuals alleging disruption by the protests.
Occupy Central led the street protests when they began in September, but has since receded as student groups have become more prominent.
The protesters want China to scrap its plan to screen candidates for the territory's 2017 leadership election, and want the Hong Kong government to renegotiate the political arrangement with Beijing.
Hunger strike Announcing their plan to present themselves to police on Tuesday, the Occupy Central founders repeated their call for student activists to scale back their protests, amid sporadic clashes with police.
One protest camp in Mong Kok has been taken down by the authorities, but a few hundred protesters refuse to vacate the remaining two camps at Admiralty and Causeway Bay.
On Sunday night and early Monday, hundreds of young protesters clashed with police as they tried to surround government offices in Admiralty.
Alex Chow, head of the Hong Kong Federation of Students, told reporters that student leaders would not follow Occupy and turn themselves into police.
But he added that they would discuss with protesters whether they should end their action.
Meanwhile another student leader, Joshua Wong, is on a hunger strike along with two female members of his Scholarism group to demand talks on political reform with the Hong Kong authorities.
On Wednesday, they read out a letter addressed to Hong Kong's Chief Executive CY Leung calling on him to "ease the agony of suppression and the lack of freedom [suffered] by Hong Kong people".
CY Leung's office replied in a statement saying it would "contravene legal procedures" to reopen talks on reform.

Pentagon: There are 'indications' that Iran may have bombed ISIS in Iraq

Heavy smoke rises in Kobani following an airstrike by the U.S.-led coalition on Saturday, October 18.The United States and Iran may be bombing a common enemy in Iraq, one whom they both despise -- ISIS.
Recent media reports from the region claim Iran's military conducted air raids in eastern Iraq, and on Tuesday, a spokesman for the Pentagon said the reports might be true.
"We have indications that they (Iranians) have flown these missions in recent days, these airstrikes in eastern Iraq," Rear Admiral John Kirby told CNN's Wolf Blitzer.
No coordination, U.S. says
Is Iran coordinating with the U.S.-led coalition fighting the Sunni Islamist extremists?

Adamantly, no, came the answer from both sides.
The U.S. is not working with Iran's military, and it is not even directly communicating with it over operations in the country, Kirby said.
"We are not coordinating with nor are we deconflicting with Iranian military," he said. Both sides are leaving it to Iraq to manage their movements in Iraqi airspace and keep them both out of each other's hair.
A high Iranian military official also vehemently rejected the notion that there may have been any coordinated bombing, and he attacked the United States in his comments.
"The Islamic Republic of Iran blames the United States as the root cause of unrests and problems as well as the terrorist actions of ISIL in Iraq," Gen. Massoud Jazayeri told the government-approved FARS News Agency.
He said that Iran wants U.S. influence in Iraq to completely evaporate.
A common enemy
ISIS is one of few issues that Iran and the United States agree on; both countries want to quash the terror group that has been taking over large swaths of Iraq and Syria.
But with no diplomatic relations with Iran and lingering concerns about its nuclear program, the United States has had to walk a tightrope over Iran's involvement.
This was reflected in comments that U.S. President Barack Obama made to CBS' "Face the Nation."
"There is some deconflicting, in the sense that since they have some troops or militias they control in and around Baghdad ... we let them know, 'Don't mess with us. We're not here to mess with you.' We're focused on our common enemy," Obama said.
Iranians defend Baghdad?

Word of Iranian participation in the fight against ISIS is nothing new.
A military official in Iran has said the world can thank his country that ISIS has not been able to assault Baghdad.
"The (ISIS) terrorists sought to surround Baghdad, but they failed in reaching their ominous goals thanks to Iran's supports," Brig. Gen. Esmayeel Qa'ani told FARS.
Qa'ani is lieutenant commander of the Quds Force, an elite unit of Iran's Revolutionary Guard Corps.
According to FARS, senior military officials in Baghdad said the Quds Force helped free the Iraqi town of Jurf al-Sakher from ISIS control.
Conflicting interests
But the common interest is complicated by diverging interests.
The United States wants to put an end to all Islamist extremism, and in the past, it has accused Tehran of sponsoring terrorism.
Iran itself is an Islamic republic, governed by stringent Islamic law. But the state religion is Shia Islam, which Sunni Muslim extremists, such as ISIS, consider heresy.
Fear of religious tensions
In neighboring Iraq, there is a tense and at times violent schism between Shia and Sunni factions, with the former dominating in government.
Iran has close ties to the Shia faction.
That has stirred fears in Washington that Iran's involvement could not only weaken ISIS, but could also drive the wedge between Iraqis deeper.
"We want nothing to be done that further inflames sectarian tensions in the country," Kirby said of Iranian military actions.
Iran is also a close ally of Syrian dictator Bashar al-Assad, who is battling ISIS as well. Beating back ISIS would take some pressure off of his troops.
The United States is calling for al-Assad's removal.

Sweden government close to collapse

Swedish PM Stefan Lofven (2 Dec)Sweden's left-of-centre government is facing defeat in a budget vote that could prompt snap elections less than three months after it came to power.
Social Democrat Prime Minister Stefan Lofven wants to increase taxes and raise spending on welfare and jobs.
But he has failed to reach a deal with the centre-right opposition, and the far-right Sweden Democrats have said they will block the budget.
The Sweden Democrats emerged as power broker after September's elections.
They became the country's third largest party with 13% of the vote and are demanding a reversal in Sweden's liberal immigration laws, which party spokesman Mattias Karlsson has condemned as an "extreme immigration policy".
Sweden has offered permanent residence to all Syrians fleeing the conflict and has the highest rate of asylum applications per capita of any EU country.
Sweden's Migration Board said this year that as many as 2,000 people were applying every week. Most were from Syria, although there had also been an increase from Eritrea.

Asylum applications to Sweden
2012: 44,000
2013: 55,000
2014: 83,000 (projected)
2015: 95,000 (projected)

Parliament began debating the 2015 budget on Wednesday with a vote expected later. But expectation that the government would collapse was so great that Sweden's election authority was reported to have ordered the printing of six million ballot envelopes.
Mr Lofven's Social Democrats formed a minority government with the Greens but between them have only 138 seats in the 349-seat parliament.
Sweden Democrats spokesman Mattias Karlsson (2 Dec) Sweden Democrats spokesman Mattias Karlsson has condemned the main parties' immigration policies
He spent hours late on Tuesday trying to reach a budget deal with the centre-right opposition but the talks fell apart without a compromise.
The opposition is pushing its own budget but the prime minister has already said he will resign rather than accept its terms. "It's out of the question," he told Swedish paper Dagens Nyheter.
Mr Lofven told reporters late on Tuesday: "We may call snap elections later, when the constitution allows. We could also resign and there are other alternatives."
An election would have to take place within three months of being called.

Tips To Increase traffic on your Blog or Website

When I first started SEO, building links wasn't my strong suit. Writing outreach emails terrified me, and I had little experience creating killer content. Instead, I focused on the easy wins.
While off-page factors like links typically weigh more heavily than on-page efforts in Google's search results, SEOs today have a number of levers to pull in order to gain increased search traffic without ever building a link.
For experienced SEOs, many of these are established practices, but even the most optimized sites can improve in at least one or more of these areas.

1. In-depth articles

According to the MozCast Feature Graph, 6% of Google search results contain In-depth articles. While this doesn't seem like a huge numbers, the articles that qualify can see a significant increase in traffic. Anecdotally, we've heard reports of traffic increasing up to 10% after inclusion.

By adding a few signals to your HTML, your high quality content could qualify to appear. The markup suggested by Google includes:
While Google seems to favor authorities news sites for In-depth Article inclusion, most sites that may qualify don't have the proper semantic markup implemented.

2. Improving user satisfaction

Can you improve your Google rankings by improving the onsite experience of your visitors?
In many ways the answer is "yes," and the experience of several SEOs hints that the effect may be larger than we realize.
We know that Google's Panda algorithm punishes "low-quality" websites. We also know that Google likely measures satisfaction as users click on search results.
"… Google could see how satisfied users were. … The best sign of their happiness was the "long click" – this occurred when someone went to a search result, ideally the top one, and did not return."

-Stephen Levy from his excellent book In the Plex
The idea is called pogosticking, or return-to-SERP, and if you can reduce it by keeping satisfied visitors on your site (or at least not returning to Google to look for the answer somewhere else) many SEOs believe Google will reward you with higher positions in search results.

Tim Grice of Branded3 reports a saying they have at their SEO agency:
"If you have enough links to be in the top 5, you have enough links to be position 1″
While we have no direct evidence of pogosticking in Google's search results, we've seen enough patents, interviews and analysis to believe it's possibly one of the most underutilized techniques in SEO today.

3. Rich snippets from structured data

Google constantly expands the types of rich snippets it shows in search results, including events, songs, videos and breadcrumbs.
The first time I heard about structured data was from a presentation by Matthew Brown at MozCon in 2011. Matthew now works at Moz, and I'm happy to glean from his expertise. His Schema 101 presentation below is well worth studying.
If you're just getting started, check out this amazingly helpful Guide to Generating Rich Snippets from the folks at SEOgadget.
Two of our favorite types of markup for increasing clicks are videos and authorship, so we'll discuss each below.

4. Video optimization

Pixel for pixel, video snippets capture more search real estate than any other type of rich snippet, even more than authorship photos. Studies show our eyes go straight to them.
Unlike author photos, video snippets are often easier to display and don't require connecting a Google+ account.
Video snippets generally require creating a video XML sitemap and adding schema.org video markup.
To simplify things, many third party services will take care of the technical details for you. Here at Moz we use Wistia, which creates a sitemap and adds schema.org markup automatically.
Pro tip: Both schema.org and XML sitemaps allow you to define the video thumbnail that appears in search results. As the thumbnail highly influences clicks, choose wisely.

5. Google authorship

Scoring the coveted author photo in Google search results doesn't guarantee more clicks, but getting the right photo can help your click-through rate in many results.
What makes a good author photo? While there are no rules, I've personally tested and studied hundreds of photos and found certain factors help:
  • Use a real face, not a company logo, cartoon or icon
  • High contrast colors. Because the photo is small, you want it to stand out with good separation between the background and foreground.
  • Audience targeted. For example, young Disney fans are probably less likely to click on an old guy in a suit who looks like a financial adviser.
Google recently got more selective about the author photos it chooses to show, but if you implement authorship correctly you may find yourself in the 20% (according to MozCast) of all search results that include author photos.

6. Improving site speed

Improving site speed not only improves visitor satisfaction (see point #1) but it may also have a direct influence on your search rankings. In fact, site speed is one of the few ranking factors Google has confirmed.
One of the interesting things we learned this year, with help from the folks at Zoompf, is that actual page load speed may be far less important than Time to First Byte (TTFB). TTFB is the amount of time it takes a server to first respond to a request.

As important as page speed is for desktop search Google considers it even more important for mobile devices. Think about the last time you waited for a page to load on your cell phone with a weak signal.
"Optimizing a page's loading time on smartphones is particularly important given the characteristics of mobile data networks smartphones are connected to."

- Google Developers
Suggested tool: PageSpeed Insights

7. Smartphone SEO

Aside from speed, if your website isn't configured properly for smartphones, it probably results in lower Google search results for mobile queries. Google confirms that smartphone errors may result in lower mobile rankings.
What is a smartphone error? It could include:
  • Redirecting visitors to the wrong mobile URL
  • Embedding a video that doesn't play on a particular phone (Flash video on an iPhone, for example)
  • Pop-ups that aren't easily closed on mobile
  • Buttons or fonts that are too small on a mobile device
Google recommends making your site responsive, but many of the top brands in the world, including Apple.com, don't have responsive sites. Regardless, a good mobile experience is imperative.

8. Expanding your international audience

Does your website have traffic potential outside your existing country and/or language?
Our international experts like Aleyda Solis know this well, but folks inside the United States have been slow to target specific languages and countries with SEO.
Oftentimes, the opportunities for appearing in international search results are greater than staying within your own borders, and the competition sometimes less. To see if it's worth your while to make an investment, check out this International SEO Checklist by Aleyda (who is also a mobile SEO expert—it's so unfair!)

9. Social annotations with Google+

When you share content on Facebook and Twitter, your network basically sees it only when they are looking at Facebook and Twitter.
On the other hand, when you share content on Google+, your network can see it every time they search Google.
Google's own research shows that users fixate on social annotations, even when presented with videos and other types of rich snippets.
The easiest way to take advantage of this is to expand your Google+ network and share good content regularly and often. Rand Fishkin elegantly explains how to use Google+ to appear in the top of Google results every time.
Additionally, content shared through Google+ often ranks in regular search results, visible to everyone on the web, regardless of their social connections.

10. Snippet optimization

This goes back to basic meta tag and title tag optimization, but it's a good practice to keep in mind.
In the past two years, Google changed the maximum length of title tags so that it's no longer dependent on the number of characters, but on the number of pixels used, generally around 500 pixels in length. This keeps changing as Google tests new layouts.

Because 500 pixels is difficult to determine when writing most titles, best advice is still to keep your titles between 60-80 characters, or use an online snippet optimization tool to find your ideal title tag length.
Google also updated its advice on meta descriptions, further clarifying that duplicate meta descriptions are not a good idea. Matt Cutts tells us that if you can't make your descriptions unique for each page, it's better to have none at all.
"You can either have a unique meta tag description, or you can choose to have no meta tag description."

Google's Matt Cutts
Given that duplicate meta descriptions are one of the few HTML recommendations flags in Webmaster Tools, does this indicate Google treats repetitive meta descriptions as a negative ranking factor? Hmmm….

11. Updating fresh content

Websites that stop earning new links often lose ground in Google search results. At the same time, sites that never add new content or let their pages go stale can also fall out of favor.
Freshening your content doesn't guarantee a rankings boost, but for certain types of queries it definitely helps. Google scores freshness in different ways, and may include:
  • Inception date
  • The amount (%) your content changes
  • How often you update your content
  • How many new pages you create over time
  • Changes to important content (homepage text) vs. unimportant content (footer links)

12. Ongoing on-page SEO

The factors listed here only scratch the surface of earning more real estate in search results. Issues such as indexing, crawling, canonicalization, duplicate content, site architecture, keyword research, internal linking, image optimization and 1,000 other things can move ranking mountains.
The job of the Technical SEO becomes more complex each year, but we also have more opportunities now than ever.
It's easy to think nothing is new in SEO, or that SEO is easy, or that Google will simply figure out our sites. Nothing is further from reality.
The truth is, we have work to do.

Increase traffic on your Blog or Website

Lack of website traffic is one of the most common challenges I hear from business owners. Many report having lost a significant percentage of their search traffic over the past year or two, and are continuously looking for new ways to drive relevant traffic to their site.
This article is an attempt to give marketers and business owners a whole battery of straight-to-the-point, actionable tips for getting traffic to your website or blog. While some of these strategies won’t be a quick fix, you may be surprised how quickly many of them start to generate results.
  1. Focus on long-tail keywords – The days of focusing on a single keyword for each page are long gone. Make sure your posts include all the relevant terms and phrases related to your topic. For help with finding long-tail keywords, see my post How to Find LSI (Long Tail) Keywords Once You’ve Identified Your Primary Keywords.
  2. Start a forum on your website – An active forum can quickly begin ranking for long-tail keywords. They’re also great for decreasing your site’s bounce rate, increasing time-on-site, as well as building a community.
  3. Start a Facebook group that drives traffic to your site – Start a niche-specific group where members can ask questions and get support (and don’t forget to point them back to your site’s content where relevant).
  4. Submit your blog posts to StumbleUpon – It works!
  5. Promote your blog posts to your email list – This doesn’t have to be the main focus of all your emails, but including a link or two back to your blog posts can considerably increase traffic, leads, and sales.
  6. Answer a HARO query – Answering a pitch only take a few minutes, and can result in great PR, high-quality inbound links and referral traffic to your site.
  7. Work on your headlines – Your headlines are what will get people in the door, particularly when you share your blog posts via social media; make sure they pique interest and clearly articulate the benefit to your readers. For help with that, see “The Online Marketer’s Guide to Writing High-Converting Headlines.”
  8. Join a blogging community like ProBlogger or CopyBlogger  – This is a great way to network with other bloggers, and to cross-promote each other’s content.
  9. Include links to other relevant posts on your blog – When you write a post, always be sure to mention other posts your readers may find helpful; this is great for SEO as well as for increasing time-on-site, conversion rates, and referral traffic.
  10. Guest post on relevant blogs – There’s not much point guest blogging on a site in an unrelated niche; make sure you only contribute to highly-relevant, high-quality sites in your niche. See “The Ultimate, Step-by-Step Guide to Building Your Business by Guest Blogging.”
  11. Become a columnist or contributor on a well-known website – If you can become a guest contributor on an authority site like Huffington Post or Forbes, you not only drive targeted traffic to your site, but establish yourself as an expert in your field.
  12. Optimize your existing posts – Comb through your old posts to make sure they have unique and relevant title tags, URLS and meta descriptions.
  13. Demote irrelevant Google sitelinks – While Google sitelinks are automatically generated, you can demote URLS you don’t want to show; this may increase the chances that the URLS you do want listed show up. You can do this from within Google Webmaster Tools.
  14. Arrange an advertising swap – Trade banner ads with a complimentary site in your niche.
  15. Post more frequently – Neil Patel of QuickSprout found that by posting high-quality posts 6x per week (as opposed to 5), blog traffic increased by 18.6%. Find your magic number and commit to seeing it through. Remember that in many cases, the traffic increases you see from blogging are scalable.
  16. Submit your posts to Reddit – Yes, this also still works.
  17. Mention influencers in your tweets – When you cite, quote or mention someone in a blog post, be sure to @ mention them in your tweet when you promote your post.
  18. Focus your energy on strategies that are working – You don’t have to do what everyone else is doing. Study your analytics to see your main traffic drivers, and focus on your energy on these areas.
  19. Build connections with others in your niche РI know this sounds clich̩, but building personal relationships with other bloggers in your niche will often result in organic inbound links and referral traffic to your site.
  20. Make sure you have every relevant keyword you can think of on your site – I’m not talking old-school keyword spamming here. I’m talking about focusing on topical content; and making sure you at least have the chance of being found for all your relevant keywords, no matter how obscure they may be.
  21. Create a top 10 website post – Select the top 10 blogs in your niche, and write a post about them. You may also want to create a simple badge or banner those sites can embed to show off their award.
  22. Make the most of Facebook links – Be sure to include links back to your site in your About page, in your photo descriptions, in the comments of your posts (where relevant), and in your milestones.
  23. Get on YouTube – YouTube drives the most engaged traffic out of all social media sites, with an average of 2.99 pages per visit.
  24. Add text to your blog post images – Try including your post title and URL in your blog post images for optimal effect when pinned or shared.
  25. Become a member of industry Facebook and LinkedIn groups – Offer valuable advice and info to build relationships and drive traffic to your site.
  26. Connect with bloggers who are already sending you traffic – If someone has already linked to your site, they obviously like what you have to say. Contact them to see if there are other ways they could help promote your content (and vice versa).
  27. Ask a well-known blogger to guest post on your site – They’ll likely share the post with their audience, driving traffic to your site.
  28. Respond to blog comments – Respond thoughtfully to all comments on your blog. This is great for building relationships, as well as for driving commenters back to your site.
  29. Add your blog to Alltop – As an aggregate for all kinds of web content, submitting your blog increases your chances of getting found by people looking for content in your niche.
  30. Answer Questions – Visit sites like Yahoo Answers or Quora and answer questions relevant to your niche.
  31. Write a Response Post – Respond to a controversial post in your niche and then let the original poster know about it. Chances are good they won’t be able to resist responding to it on their blog.
  32. Contact influential bloggers – When you write a groundbreaking or newsworthy post, notify influencers in your field. You may be surprised at how many link back to your post.
  33. Make proper use of categories – If you haven’t already organized your content into relevant categories, now’s the time. Categories are great not only for SEO, but for helping your readers find relevant content.
  34. Write landmark posts  - Create at least a few long-form, authoritative posts that will organically garner links and attention over the long haul.
  35. Comment on industry blogs  - Become a regular commenter on a popular blog in your niche to help drive referral traffic and to establish relationships with other bloggers.
  36. Interview influencers in your niche – They will be very likely to promote the interview to their audience.
  37. Share your blog posts regularly on Facebook  - Post a short excerpt from your posts to entice them to click through.
  38. Share your posts on Triberr  - Meet other bloggers and share each other’s content.
  39. Add your blog to Technorati – As the world’s largest blog directory, claiming your blog should be standard procedure for all bloggers.

Russia drops South Stream gas pipeline plan

Russian President Vladimir Putin shakes hands with Turkish counterpart Recep Tayyip Erdogan in Ankara. 1 Dec 2014 Russian President Vladimir Putin says the proposed South Stream gas pipeline will not go ahead.
Speaking on a visit to Turkey, he said Russia would instead look at creating a gas hub on the Turkish-Greek border.
Mr Putin blamed European opposition to the South Stream plan, which was funded by Russia's state gas giant Gazprom.
The pipeline was to have run under the Black Sea to southern and central Europe, providing another transit route for Gazprom.
But the EU has been worried about the gas producer also owning a pipe network.
Construction work on the 930km (580-mile) South Stream project began in Bulgaria in October 2013 but was suspended in June after the European Commission said it may be breaking EU competition rules.
Russian gas giant Gazprom supplies 30% of Europe's gas
Russian officials accused the commission of blocking the work for purely political purposes.
"Taking account of the fact that until now we have not received permission from Bulgaria, we believe that in the current conditions Russia cannot continue with the realisation of this project," said Mr Putin, speaking alongside Turkish President Recep Tayyip Erdogan in Ankara.
"If Europe does not want to carry out (South Stream), then it will not be carried out, We are now going to focus our energy resources in other directions."
Mr Putin said Russia could build a gas hub on the Turkish-Greek border to supply Europe with gas to compensate for the loss of South Stream.
The head of Gazprom, Alexei Miller, later confirmed that the pipeline was finished.
Russia pipes
"The project is closed," he told reporters.
Relations between Russia and the EU have been badly hit by the crisis in Ukraine.
The EU and the US have imposed sanctions on a number of Russian individuals and companies following Russia's intervention in Ukraine, but Gazprom has not been targeted.
Gazprom supplies 30% of Europe's gas - some 15% of it via Ukraine.
Bulgaria, an EU state, has said it feels it is being targeted by Brussels as a means of retaliating against Russia over the situation in Ukraine.

Sony Pictures Entertainment chairman and CEO Michael LyntonNorth Korea has refused to deny involvement in a cyber-attack on Sony Pictures that came ahead of the release of a film about leader Kim Jong-un.
Sony is investigating after its computers were attacked and unreleased films made available on the internet.
When asked if it was involved in the attack a spokesman for the North Korean government replied: "Wait and see."
In June, North Korea complained to the United Nations and the US over the comedy film The Interview.
In the movie, Seth Rogen and James Franco play two reporters who are granted an audience with Kim Jong-un. The CIA then enlists the pair to assassinate him.
North Korea described the film as an act of war and an "undisguised sponsoring of terrorism", and called on the US and the UN to block it.
California-based Sony Pictures' computer system went down last week and hackers then published a number of as-yet un-released films on online download sites.
Among the titles is a remake of the classic film Annie, which is not due for release until 19 December.
The film about North Korea does not appear to have been leaked.
When asked about the cyber-attack, a spokesman for North Korea's UN mission said: "The hostile forces are relating everything to the DPRK (North Korea). I kindly advise you to just wait and see."
On Monday Sony Pictures said it had restored a number of important services that had to be shut down after the attack.
It said it was working closely with law enforcement officials to investigate the matter but made no mention of North Korea.
The FBI has confirmed that it is investigating. It has also warned other US businesses that unknown hackers have launched a cyberattack with destructive malware.

New EU leader Donald Tusk makes tough unity pledge

New European Council President Donald Tusk (left) and predecessor Herman Van Rompuy, 1 Dec 14The new chairman of EU summits, former Polish Prime Minister Donald Tusk, says the EU needs unity and "ruthless determination" to end the economic crisis and counter the bloc's foes.
Mr Tusk, 57, was speaking at a ceremony in Brussels, where Herman Van Rompuy bowed out after a five-year term.
In a veiled warning about Russia's actions in Ukraine, Mr Tusk said "history is back, and such times need leadership and political unity".
Mr Tusk has one of the EU's top jobs.
As European Council president he is in a powerful position to shape the EU's priorities and hammer out deals among the 28 member states' governments.
He was the choice of the centre-right European People's Party, the pro-integration bloc that won May's European elections.
The BBC's Europe correspondent, Damian Grammaticas, says that Mr Tusk, like EU Commission President Jean-Claude Juncker, is a tough political operator, unlike some predecessors at the helm of the EU who were more grey and technocratic.
Eastern perspective Mr Tusk is also the first politician from Eastern Europe to get such a key role.
The Ukraine crisis has revived tensions between Russia and many of its former communist neighbours, which were dominated by the Soviet Union during the Cold War.
Mr Tusk vowed to protect the EU's fundamental values of "freedom and unity" against threats "from both inside and outside".
He mentioned "Eurosceptics, questioning the EU's value" and said Europe had to "secure its borders" and support "those in the neighbourhood who share our values", in an apparent reference to Ukraine.
He also pledged to strengthen Europe's relations with the US, calling the transatlantic partnership "the backbone of the community of democracies".
His chairmanship will be in the spotlight at an EU summit on 18-19 December.
The job used to change hands every six months, but Mr Van Rompuy, a former Belgian prime minister, became the first permanent council president in 2009. The idea was to give more coherence and continuity to EU policies.

Mubarak cleared: Egypt protests as ex-leader charges dropped

Protesters on Tahrir Square - 29 NovemberAbout 2,000 people massed in Cairo's Tahrir Square, the birthplace of the 2011 revolution. At least one person was reported killed in the clashes.
Mubarak was originally sentenced to life in jail then cleared in a retrial.
In a TV interview after the ruling, Mubarak said he did "nothing wrong".
The former president, 86, is serving a separate three-year sentence for embezzlement of public funds.
He is currently being held in a military hospital, and is expected to serve at least a few more months of this sentence.
Mubarak, his former Interior Minister Habib al-Adly and six others had been convicted of conspiracy to kill and were sentenced to life in prison in June 2012, but a retrial was ordered last year on a technicality.
In all, some 800 people are thought to have been killed as security forces battled protesters in the weeks before Mubarak resigned on 11 February 2011.

Liberal opponents of Mubarak were joined by supporters of the banned Muslim Brotherhood.
Shortly after the arrival of the Islamists, police used water cannon and tear gas, driving the protesters into side streets.
The former president gave an interview by phone to private Sada al-Balad TV after he was cleared.
"I did nothing wrong at all," he said, adding that he had been "relying on God" while he awaited the decision.
Mubarak's elected successor, President Mohammed Morsi, lasted only a year in power before being ousted by the military in July 2013 during mass anti-government protests.

US Black Friday quieter as bargains spread over two days

Brian Cornell and others at NYSE openingThe traditional scrum of sharp elbows was notably less intense on Black Friday in the US this year.
The crowds, gathering at the US's big shopping centres, appeared to have exhausted some of their shopping enthusiasm on Thursday.
As last year, many retailers had opened their doors early to try to pull shoppers in ahead of rivals.
"The consumer clearly enjoys shopping on Thanksgiving," said Target's chief executive, Brian Cornell.
And, when opening the New York Stock Exchange for Friday's shortened day of trading, he welcomed the way the holiday season "has moved from an event on Black Friday morning to a multi-day event."
Many shoppers headed straight to the shops whilst still digesting their Thanksgiving turkey on Thursday, forming queues outside Macy's by 6pm on what is becoming known as "grey Thursday".
Target boss Brian Cornell welcomed the shift towards earlier shopping when opening trading at the NYSE
Cyber shopping But if footfall was subdued, online sales came to the fore.
Wal-Mart said Thursday was its second-highest online sales day ever after last year's Cyber Monday, the first Monday in December when many people order items they'd like to arrive in time for Christmas.
BestBuy's website went offline after what the company said was "a concentrated spike in mobile traffic."
Shoppers at night outside home depotThe hope for many retailers is that the slowly improving US economy, combined with lower petrol prices, could push consumers to buy more than they have in recent memory.
Black Friday has been the top sales day of the year since 2005, according to ShopperTrak which tracks data on stores globally, beating into second place the Saturday before Christmas when last-minute shoppers stock up on Christmas gifts.
As with last year, many stores chose to open a day earlier on what is now being called "grey Thursday"
However, that could change this year as Thanksgiving shopping and online sales eat into Black Friday's peak performance.
Shift to labour
The earlier start to holiday shopping has placed even more focus on the plight of workers who must often leave their families in order to help shops open on Thanksgiving.
OUR Walmart protestors outside a Walmart in Bergen NJOutside a Wal-Mart in northern New Jersey, nearly a hundred members of the OUR Wal-Mart campaign - a coalition of unions and Wal-Mart employees - protested what they said were unfair working conditions at the nation's largest retailer.
Labour organisers and Walmart workers staged protests at 1,600 locations on Friday
Surrounded by dozens of police officers in the brisk cold, they chanted slogans like "Wal-Mart, Wal-Mart you're no good, treat your workers like you should" and waved banners.
Inside the store, however, Wal-Mart representatives disputed their claims.
Bill Wertz
"They're really not representative of our associates at all. Our associates are in here working hard and they're excited to be here. This is the most fun day of all," a Wal-Mart spokesperson, Bill Wertz, told the BBC.
Wal-Mart's Bill Wertz said the views of the protestors outside weren't indicative of most workers
And as for shoppers whose habits the protestors were hoping to influence?
"It does affect my shopping affect my shopping, I told myself I wasn't going to purchase too much," says Gary Philip, a shopper walking into the store.
"But," he added, "I couldn't resist on getting a tree for a better price."

Pope Francis due in Turkey for historic visit

Pope Francis waves to the faithful as he arrives in St. Peter"s Square for his weekly audience on November 26, 2014 in Vatican CityPope Francis will arrive in Turkey shortly for what is billed as a historic trip to help interfaith dialogue in the country.
At the start of the three-day tour he is set to meet newly-elected President Recep Tayyip Erdogan in Ankara.
He then plans to visit Istanbul for a meeting with the head of the Orthodox Christian church.
It will be only the fourth time in history that a pope has visited Muslim-majority Turkey.
During his trip Pope Francis is scheduled to visit Istanbul's Sultan Ahmed mosque, the 17th Century place of worship popularly known as the Blue Mosque.
He is also due to sign a joint declaration with Patriarch Bartholomew I, the leader of 300 million Orthodox Christians, on trying to bridge the divides between Catholicism and Orthodox Christianity.

The visit comes at a time of heightened political sensitivity in the region.
Turkey is now home to at least 1.6 million refugees from war-torn Syria, most of them living close to the border separating the two countries.
According to the BBC's Turkey correspondent Mark Lowen, there is a humanitarian angle to Pope Francis's trip.
May 25, 2014 Pope Francis stands with Ecumenical Patriarch Bartholomew I as they meet outside the Church of the Holy Sepulchre, in JerusalemMany expect him to touch on the plight of the region's refugees, he said.
In an interview on the eve of his visit, the Pope made his feelings on the Syrian conflict known.
He told an Israeli newspaper that the persecution of Christians in the region is "the worst" it has been since Christianity's earliest days.
Although most of Turkey's 80 million citizens are Muslims, there are around 120,000 Christians in the country - once the centre of the Orthodox Christian world.

Former Tory minister Owen Paterson to urge UK's EU exit

European Union flags are pictured outside the European Commission building Ex-environment secretary Owen Paterson will tell business leaders the UK could flourish economically outside the EU.
The move is likely to put pressure on the prime minister, amid Tory divisions over the party's position on Europe.
David Cameron says he wants to renegotiate the UK's EU membership ahead of an in/out referendum by 2017.
The prime minister's promise to hold a vote on Europe if the Conservatives win the next election was interpreted by some as an attempt to halt the rise of UKIP, which senior Tories feared could prevent them from winning an overall majority at next May's general election.
But four days after UKIP defeated the Tories in the Rochester and Strood by-election, Mr Paterson will suggest to Mr Cameron he has to be prepared to leave the EU if he wants negotiations on a new relationship with Brussels to succeed.
He is expected to urge him to give a manifesto commitment to invoking article 50 of the Lisbon Treaty.
Owen PatersonThis would give formal notice of Britain's intention to quit the EU and would
spark two years of negotiations ahead of a 2017 referendum.
Mr Paterson, who lost his Cabinet job in the summer, will use his speech in London to the Eurosceptic Business for Britain group to say making such a pledge could be "enormously attractive to uncommitted voters".
And he will say it would give the UK's negotiators a very clear mandate.
Mr Paterson will also make clear that his own preferred option would be for the UK to withdraw from the political structures of the EU and instead, like Norway, forge a trade deal, which would include access to the single market.
"The eurozone has already embarked upon a path that we can never follow. We are simply recognising that reality. We must either be fully committed to 'Le Project' or we must build an entirely new relationship," he will say.
Downing Street has not commented ahead of the speech.
